Goal.
To inspire a Knowledgeable, Health, Violence free and sustainable society that responds to the needs of the most vulnerable children, youth and women.
Specific Objectives.
- To Increase knowledge levels on health-related issues in communities.
- To Support and promote educational and vocational programs/skills to in school and out of school.
- To Advocate for the protection and promotion of children and women’s rights.
- To Contribute to increased livelihoods among the youth and women population.
- To Build capacity of rural communities to access social services like health and water and sanitation for improved livelihoods.
- To Promote good governance, democracy and peace building.
- To Support the wellbeing of the Orphans and Vulnerable Children in operational areas.
- Strengthen PLANE managerial systems and procedures for effective organization and administration of the Organization.
- Strengthen communication and sharing of information for enhancing synergized organizational processes within PLANE and for external visibility and accountability.
2.6.1 Strategic Direction One: Institutional and Organizational Development
- Strengthen PLANE managerial systems and procedures for effective organization and administration of the Organization
- Strengthen the managerial functions/systems (planning, organizing, directing, and controlling) for effective attainment of PLANE goals.
- Strengthen procurement management systems.
- Enhance accounting and audit functions of PLANE.
- Enhance human resource management, development, appraisal and reward systems to sustain a highly-motivated staff.
- Strengthen communication and sharing of information for enhancing synergized organizational processes within PLANE and for external visibility and accountability.
- Support documentation, publication, and communication of PLANE objectives, principles, core values and activities.
- Enhance communication for increased interaction between management and employees on all matters concerning policy, plans, and conditions of service, health and welfare.
- Improve networking systems within PLANE, development partners and to make use of existing expertise within and outside PLANE
- Enhance stakeholders’ recognition of PLANE as a strong organization in humanitarian work through which resources can more effectively be directed to serve the needy.

- Support and promote educational and vocational programs/skills to in school and out of school.
2.0. Education.
- Provide scholastic materials to the most vulnerable in school youth and children,
- To support infrastructure development to schools that support access to education of vulnerable beneficiaries.
- To support child monitoring and performance at school.
- Provide scholarship to vulnerable youths and children for access to education.
- To advocate and lobby for access to education of the most vulnerable children.
- Advocate for the protection and promotion of children and women’s rights.
3.0. Human rights advocacy.
- To promote awareness on prevention and elimination of gender based violence among the community members.
- To advocate and promote the protection of children rights.
- Advocate and support care takers of the OVC and protection of their property.
- Contribute to increased livelihoods among the youth and women population.
4.0. Livelihoods.
- To support skills development of the vulnerable youth, OVC and their care takers.
- To support the youth, OVC and their care takers with start up kits.
- To support children and youth groups formation, support and sustainability efforts aimed at Income Generating Activities.
- To provide monitoring, mentoring and coaching of the vulnerable youths and children.
- Build capacity of rural communities to access social services like health and water and sanitation for improved livelihoods.
- 0. Research and documentation.
- Conduct community meetings, dialogues and Radio talk shows.
- To conduct research about issues concerning the rights of the OVC, vulnerable youth and women.
- To document and disseminate research findings on the rights of children.

6.1. Democracy and Governance.
- Empower communities to hold duty bearers accountable and ensure transparency in use of government resources.
- To strengthen civic competence of citizens (mobilization, sensitization, civic action and leaders responding to issues raised) on addressing issues concerning corruption.
- To strengthen capacity of community, its leaders and civic educators to support improved access to justice for citizens.
- To strengthen the institutional capacity of PLANE to lead and support democratic transformation processes in Uganda.
- To increase the knowledge and awareness levels of citizens on the Constitution and national legislation in relation to devolution, citizen participation, bill of rights by 2021.
- Creating awareness on issues concerning corruption and poor governance.
- Support the wellbeing of the Orphans and Vulnerable Children in operational areas.
7.0 Model homes empowerment.
- Select and promote hygiene in model homes.
- Conduct psychosocial support services to OVC in model homes.
- Provide livelihood support to care takers of OVC and OVC in model homes.
- Intensify knowledge on health seeking behaviors among occupants of the model homes.
- Support the provision basic needs for the OVC in the model homes.
